G. Kim Wincup was United States Assistant Secretary of the Army (Manpower and Reserve Affairs) from 1989 to 1992 and Assistant Secretary of the Air Force (Acquisition) in 1992. ==Biography==
G. Kim Wincup was educated at DePauw University, receiving a B.A. in Political Science in 1966. He then attended the University of Illinois College of Law, receiving a J.D. in 1969. After law school, Wincup served as a judge advocate in the United States Air Force Judge Advocate General's Corps from 1970 to 1973. In 1974, he became counsel to the United States House Committee on Armed Services. He would serve there for fifteen years, eventually becoming the committee's assistant general counsel. In 1989, President of the United States George H. W. Bush nominated Wincup to be Assistant Secretary of the Army (Manpower and Reserve Affairs) and, after Senate confirmation, Wincup held that office from 1989 to 1992. In 1992, he became Assistant Secretary of the Air Force (Acquisition). The next year, he became the staff director of the United States Congress Joint Committee on the Organization of Congress. He spent 1994 as a visiting professor of National Security Affairs at the Naval Postgraduate School. Wincup left government service in 1994, becoming senior vice president of SAIC. In 2006, the United States Department of Defense announced that Wincup was becoming Chairman of the department's Reserve Forces Policy Board.
